For instance, the maritime industry has adopted the concept of commissioning, promoting a proactive dialogue and quality management process with a focus on the project's total economy and the interaction of installations.<\/p>\n<p>Likewise, V\u00e6rdibyg writes the following in their manual for an operation-oriented construction process about commissioning and handover: \"This period is often very intense, with a focus on defects and deficiencies, but successful commissioning requires allocating resources for dialogue between the operational organization and the executing parties and ensuring that user needs are met.\"<\/p>\n<p><strong>In this context, there are two aspects in particular that give rise to considerations.<\/strong><\/p>\n<ul>\n<li>The contractor's responsibility in connection with the construction phase ceases, and the responsibility for ensuring the continued progress in the overall construction process lies solely with the client.<\/li>\n<li>The construction phase is completed, and the client needs to project-manage the transition between construction execution and operation.<\/li>\n<\/ul>\n<p>These two aspects contribute to complicating the client's task, and the following elaborates on a couple of the factors at play:<\/p>\n<\/div>\n<\/section>\n<\/div>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row _builder_version=&#8221;4.22.1&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][et_pb_column type=&#8221;4_4&#8243; _builder_version=&#8221;4.22.1&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;][et_pb_text _builder_version=&#8221;4.22.2&#8243; _module_preset=&#8221;default&#8221; global_colors_info=&#8221;{}&#8221;]<\/p>\n<h3>Transfer of responsibility in complex construction<\/h3>\n<p>In the concept of complex construction, one aspect is that handover isn't just about receiving a key to a completed and ready-to-operate building from day one. Even if we start with an optimal construction where the AB92 handover takes place in complete accordance with the agreements made, there will still be a wide range of aspects\/tasks that fall to the client to manage to ensure continued progress.<\/p>\n<p>Some of these tasks can be managed by implementing a commissioning process throughout the entire project timeline, which, among other things, provides the framework for dialogue and quality management regarding the interaction of installations and handover. During phase transitions, the project management must, among other things, complete and document the previous phase (including receiving the construction), handle delays and deviations, plan and initiate the next step, and take care of various other standalone and recurring tasks. Eksempelvis er commissioning-begrebet blevet adopteret fra skibsindustrien, hvilket fordrer en proaktiv dialog- og kvalitetsstyringsproces med fokus p\u00e5 projektets total\u00f8konomi og installationernes samspil.\r\n\r\nLigeledes skriver v\u00e6rdibyg f\u00f8lgende, i deres manual for drift-orienteret byggeproces, om idrifts\u00e6ttelse- og aflevering; \u201dPerioden er ofte meget intens med fokus p\u00e5 fejl og mangler, men en god idrifts\u00e6ttelse kr\u00e6ver, at der afs\u00e6ttes ressourcer til dialog mellem driftsorganisationen og de udf\u00f8rende samt at brugernes behov bliver tilgodeset.\u201d\r\n\r\n<strong>I den forbindelse er der s\u00e6rligt to aspekter, der giver anledning til overvejelser.<\/strong>\r\n<ul>\r\n \t<li>Entrepren\u00f8rs ansvar i forbindelse med byggefasen oph\u00f8rer og ansvaret for at sikre den videre fremdrift i den samlede byggeproces ligger dermed udelukkende ved bygherre.<\/li>\r\n \t<li>Byggefasen afsluttes og bygherre skal projektstyre i faseovergangen mellem byggeriets udf\u00f8relse og drift.<\/li>\r\n<\/ul>\r\nDisse to aspekter er med til at komplicere bygherres opgave, nedenst\u00e5ende uddyber et par af de faktorer, der spiller ind;\r\n[\/av_textblock]\r\n[\/av_one_full]\r\n\r\n[av_one_full first min_height='' vertical_alignment='' space='' row_boxshadow='' row_boxshadow_color='' row_boxshadow_width='10' custom_margin='' margin='0px' mobile_breaking='' border='' border_color='' radius='0px' padding='0px' column_boxshadow='' column_boxshadow_color='' column_boxshadow_width='10' background='bg_color' background_color='' background_gradient_color1='' background_gradient_color2='' background_gradient_direction='vertical' src='' background_position='top left' background_repeat='no-repeat' highlight='' highlight_size='' animation='' link='' linktarget='' link_hover='' title_attr='' alt_attr='' mobile_display='' id='' custom_class='' aria_label='' av_uid='av-29u83lm']\r\n[av_textblock size='' av-medium-font-size='' av-small-font-size='' av-mini-font-size='' font_color='' color='' id='' custom_class='' av_uid='av-ky2sds8l' admin_preview_bg='']\r\n<h3>Overdragelse af ansvar i komplekst byggeri<\/h3>\r\nI begrebet komplekst byggeri ligger blandt andet at overtagelse ikke blot handler om at modtage en n\u00f8gle til at f\u00e6rdiglavet og k\u00f8reklart byggeri, der kan driftes fra dag et. Selv hvis der tages udgangspunkt i et optimalt byggeri hvor AB92 aflevering sker i fuldst\u00e6ndig overensstemmelse med indg\u00e5ede aftaler, vil der fortsat v\u00e6re en lang r\u00e6kke aspekter\/opgaver, som det er op til bygherre at h\u00e5ndtere, for at sikre at den videre fremdrift.\r\n\r\nDele af disse opgaver kan styres ved at l\u00e6gge en commissioningproces p\u00e5 tv\u00e6rs hele byggeriets projektforl\u00f8b, hvilket bl.a. danner rammene for dialog og kvalitetsstyring vedr. installationernes samspil og overtagelse. Men forpligtigelser ifm. commissioningaktiviteter udg\u00f8r kun en del af det samlede bygherreressourcebehov, hvilket betyder, at behovet ofte kan v\u00e6re sv\u00e6rt at afd\u00e6kke tilstr\u00e6kkeligt.\r\n\r\nOfte er bygherre opm\u00e6rksom p\u00e5, at der hen mod afleveringsfristen og indflytning vil v\u00e6re et stigende ressourcebehov. I faseovergange skal projektledelsen bl.a. afslutte og dokumentere den forrige fase (herunder modtage byggeriet), h\u00e5ndtere forsinkelser og afvigelser, planl\u00e6gge og igangs\u00e6tte den n\u00e6ste fase samt varetage adskillige andre enkeltst\u00e5ende og tilbagevendende opgaver.
